I have been thinking, and I'd like to find a way to maintain a single
class 
of emitter if at all possible.	What if the only choice available were
the 
class 3 emitter?  Mass 3, cost 9, capable of doing what the 1s and 2s do
but 
prohibitive enough to discourage the cheap arc-spread.
