The defender rolls a range die. The attacker rolls a quality die and
the weapons die and, if there is a support weapon, the die for the
support weapon.
If the attacker does not roll better than the range die with any
of his dice, no affect.
If the attacker rolls better than the range die with 1 (and only 1)
die then the defender gets a suppression marker.
If the attacker rolls better than the range die with 2 or more dice
then procede to allocating damage.
