I ran some numbers, and allowing extra firepower to generate a third die
produces much more effective fire than using two fire actions and
splitting
the fire.  The only loss is the effect of multiple suppression, and I
think
it would be more than made up for by having more frequent suppression
and
more actions available.

That said, if both sides enjoy the same abundance of firepower, you'll
have
only tweaked the game, not unbalanced it.
