Armageddon Outfitter problems

OK, I have two.

1.  If you make a 0 thrust ship 1 mass is still dedicated to thrust.
    (I haven't checked this one recently so it may be gone.)

2.  Try the following ship:

    Mass 42,  Fragile Hull, Thrust 2, Tow capacity 150.

    Problem:  Only 2 damage control parties, should be 3.
