I don't have my book with me, so if what I say is gibberish...

I use pennies for infantry (cheapest base I could find). I place 1-2
Power
armor per base and 3-4 standard infantry per base.

I see your point about basing. I would say that if you use center to
center
rules, the center of the base would need to be covered to be effected by
area weapons. If you use edge to edge, then if any part of the base is
covered by the area effect weapon, the element (whole stand of soldiers)
has
a chance of being damaged.

I would suggest center to center. If you range from/to the center, this
should eliminate the advantage of having larger or smaller bases.

If the latter, is there a recommended base size, to minimize
imbalances? (I.e., infantry on 10mm square bases has to stay
closer, on average, than infantry on 15mm square bases, and
is therefore more susceptable to any area effects.)
