The FMA rules were originally attempted as two parts, the first
part failed for everyone (I believe) because it was too large.

Then it was posted as a 5 part message.

The deliver sequence was rather odd, I received them in order
ADECB, the staggared deliver was not odd, the odd part was that
part B made it through 10 minutes after all the other parts.
