since all the mail goes through listfuhrer Seidl's majordomo machine,
isn't it possible to filter it there? check for non-plain messages and
bounce them back to their source? i think it would just involve finding
and checking the content-type header in the message.

come on, it's a simple bit of perl hacking, and the world would be
forever
grateful for such an innovation. majordomo allows moderated lists, so i
imagine the infrastructure is there already.
