_Exactly_ the case. There was widespread rioting, many people were being
killed, Japanese businesses being burnt, and someone in the Diet
extracted their finger in time to (at the behest of the Hawaiian
Governor) send some Self Defence Forces to restore order and protect
civilians of all nationalities.
A later Plebiscite gave a very narrow majority to Anschluss. It wasn't
even fixed (much), so there was no widespread opposition, everyone was
just glad that some form of order had been restored.
