Its really up to you.

I mount 3 per penny of:
- Unpowered Infantry
- Light Power Armor

I mount 1 per penny of:
- Heavy Power Armor*
- Infantry Walker*
- Calvery
- ASPW Team

*Nova Socitia has a very nice Heavy Power Armor figure. But only one
fits on a
penny sized base.
