Free Ukranians.  Ukraine got split down the middle during Russian Civil
War (or as the ESU calls them, the Glorious Wars of Socialist Union
Formation) and the ESU didn't want to simply deport their share of
Ukranians to the Romanovs.  So they ship them out to a marginal dump of
colony and proceed to ignore them.  They cut a deal with Scandanavian
Federation for technical assistance in return for permitting
Scandanavian immigration.  Nasty little planet, freeport, and home to
half the pirates and free traders in that sector.
