If I understand you correctly, by giving FCT a history that
could
limit what FCT could do in the future. Yes, that's possible, but can be
dealt with. If the FCT had a fluid government, for example, policies
toward
other powers could shift frequently in odd directions. Perhaps Austin
and
Pasadena see things differently and pursue independent policies in most
areas.
Just a couple of thoughts. Did I get it?
