Actually adding a "heavy weapon" doesn't unbalance the game play if you
are
playing a predominantly infantry based game. Have a look at the
Firepower/Firecon and Impact dice involved:

SAW: FP d8 or d10   Impact d10

Heavy Weapon: Firecon: manual d4 or Basic d6   Impact vs infantry  d8

Range bands for a heavy weapon including SAW fixed on a vehicle is 12"
so
ranges should be the same. 

The game play is only unbalanced when you match uneven protagonists.

The Grav Bikes as employed in the OU Orbat are a Strike/Recon force and
the
added firepower is actually intentional for their intended employment. 

In the Strike role the firepower is there to take out armoured vehicles
or
hardened targets. In the Recon role it gives them the firepower to break
contact swiftly.

The Grav/Jet bike vehicles should not really be discussed in the same
context as the motorcycle style vehicle as they have totally different
characteristics.
