...which only works if, as I have stated is my usual assumption,
planetary sensors have a (much) longer range than ship-board ones. If
they don't, they won't know when to fire and where to aim. This is of
course a house rule complementing the rules (not changing anything,
though since planetary sensor ranges aren't specified anywhere <g>).
