Yes, tenders. It is difficult to make them carry many fighters if you
use
the FTII rules, though.
 
In the FTFB design rules, a hangar bay for *anything* uses up 1.5 times
the Mass of the *anything* carried inside said bay. However, it is
better
to build the ship as a Tug instead... 

Jon, for FTIII we need to take a closer look on the Tug/Tender problem,
since as the rules stand now I can't see any real reason to build
tenders
- tugs are a *lot* more efficient both Mass- and cost-wise :-(
