Later versions may, I repeat may, dead-reckon velocity. As the H in HARM
stands for High-Speed, this means that you get a small PH even vs a
manoeuvring ship, providing it's large.

British Aerospace's ALARM missile is a bit slower, not so high a range,
but arches up, then gently floats down from a parachute. So you have to
turn off your radars for a long time AND move to avoid it.
