Simtac's Kryomek line has non-PA casualties who've been killed by acid
attacks.

GW has the Frateris Militia (poorly armed) blister packs and some
Necromunda 
gangs could make passable civilians.

I might also look towards the smaller Ral Partha Shadowrun or
Grenadier's 
Future warriors - their small size may exaggerate the size of the
terminators.
