This depends on the background of your campaign. If you are assuming
that
many worlds are colonized, then each world will probably have a small
population and therefore a small armed force. This being the case the
above
fits well.

However, if you have a campaign with a small number of life-sustaining
worlds, the population of these worlds will be quite large. And there
will
probably be a correspondingly large armed force. If this background is
used
the planetary force would be the major force and little or no backup
would
be expected (naval help maybe). In a setting like this, you would have
to
commit _major_ ground forces. Imagine the ground forces it would take to
subdue present day earth (if you only had conventional weapons).
