  Here is an intriguing idea I'd not thought of.  How do we model this
in an orbital combat game?  My first idea is to have every round of
ammunition fired (and every ship damaged) increase the "space garbage"
factor, which affects everybody.  A ship takes damage just by moving
and the higher the space garbage factor the more damage taken per inch
moved.
