Nope, your interpretation is incorrect.  As you stated from the book, an
ADAF may target any fighter group that is within its 6" range OR it may
defend a friendly ship if the ship is within its 6" range AND has a
fighter
group attacking it.

Here it is.  The ship does NOT need to be attacked for this to work only
in
range.
