Forgot the PDS bit.

I had random neurons firing over the weekend:

PDS
"normal" mode: 1 target; 4-5=1 kill, 6=2 kills + reroll
"swarm" mode (not available using ADFC): all targets; 5-6=1 kill, no
rerolls.
PSB for ADFC swarm restriction: fighters can use the ship they attack as
cover etc against the ADFC ship.

For a ship with an average of 3 PDS:
Vs 1 target = 2.4 kills (normal) or 1 kill (swarm)
Vs 2 targets = 2.4 kills (normal) or 2 kills (swarm)
Vs 3 targets = 2.4 kills (normal) or 3 kills (swarm)
Etc

For a ship with 4 PDS:
Vs 1 target = 3.2 kills (normal) or 1.3 kills (swarm)
Vs 2 targets = 3.2 kills (normal) or 2.7 kills (swarm)
Vs 3 targets = 3.2 kills (normal) or 4 kills (swarm)
Etc

Possible problems: it makes it a lot more difficult to get a Heavy
Missile through (due to only 1 "hit point"), and gives diminishing
returns to hitting a single ship with massed fire (still worthwhile, but
all the ordinance/fighters get in each others way for the "optimal"
attack course).

Notes: Looked at 6=1 kill, but the returns were too low on the kill
rate.
