New additions to Non-canonical map

The Full Thrust Non-Canonical map has a few addtions

The flag for the Independent Antartic States has been replaced
by the one supplied by the creator.

Empires added: the Rim Sector Concordium, Ghurka World,
and The Thousand nations.

I'm still waiting for some people to supply flags
for their empires.
