1 mine per turn = 100 turns to lay a complete field.
No overlapping is to make things simple and slightly balanced; if you
allow
overlapping minefields, with enough money you can make planets/bases
effectively invulnerable to attack.
Not entirely sure what the third question is; but the diffence in number
of
mines attacking is again a balance issue. There is a large damage
difference between 10 beam mines and 10 salvo missile mines. Mines
attack
whenever you pass within 6 MU of the marker (similar to the various FT
terrains such as dust cloud and asteroids).
