I found an old post by Jay Manifold.

He notes that when it comes to force projection, a nuclear warhead on
an ICBM can be delivered anywhere on the globe in under an hour, but
is very indiscriminate. On the other hand, an army battalion is much
more discriminate, but is only deliverable on a timescale of weeks to
months.

If you make this into a graph, you will notice there is a conspicuous
hole where one would put a force projection scheme that is both
rapidly deliverable, and discriminate.

He notes that there was a solution proposed almost thirty years ago, a
ballistics troop transport called Ithacus.
