This would mean you couldn't do a Centauri Covran Scout[1], which
is essentially a capital ship with a couple of small guns and
a big sensor array.
Most big ships can afford to stick mass 5 into sensors (and it's
the big ships with long range weapons which would find long range
sensors the most useful). There's no room here for something
like the Covran.
