Let's say you are playing against the Islamic Fed. You don't know
whether
he's launching this turn or not, but almost every IF ship carries a SM
rack
so if he does launch, you're going to be hurting.  Do you move into the
missile envelope?  If not, you're reacting to the missiles even though
you
don't know where they're going.
