And that's still wrong...Jeeze. I make a program to do this in the 
background and I miss stuff tweaking it. I neglected one of the 4 
Class 3s. 4 Class 3s (3 arcs total) raises it to:
187 TMF/684 NPV
49 hull/10 armor (weak +12)
