"...'pre-emptive action'..." due to "...based on credible information.."

BITES OF THE WEEK (8 - 14 NOV 2003)

International award for Crime Prevention Council

Singapore's National Crime Prevention Council has received international
recognition of its efforts to mobilise ordinary people to fight crime,
for
the first time in its 22-year history. It received the annual award for
the
best state anti-crime programme from the International Society of Crime
Prevention Practitioners. It was singled out for its leadership in
promoting police-community partnerships, said Ms Marian Leck, one of the
judges. The society, which includes more than 700 community-based
crime-prevention groups and individuals worldwide, presented the award
to
Council chairman Tan Kian Hoon at the end of a four-day symposium.

Tough new laws to foil hacking attacks

Singapore now has a much tougher Computer Misuse Act, giving police and
other security agencies sweeping powers to foil cyberterrorists before
they
attack. The revamped Act allows 'pre-emptive action' - based on credible
information - before hackers strike, and protects computer networks
against
unauthorised entry. Anyone who hacks or defaces a website may be jailed
for
up to three years or fined up to $10,000. Associate Professor Ho Peng
Kee,
Senior Minister of State for Law and Home Affairs, said: 'Given the
prevailing security climate, this Bill will greatly enhance our security
agencies' capabilities to counter cyberthreats, in particular,
cyberterrorism.'

Coin-sized chip detects early signs of breast cancer

A computer chip the size of a one-cent coin has been developed in
Singapore
to test for early signs of breast cancer. It is the first step towards
doctors being able to conduct breast cancer tests in their clinics.
Researchers at the Institute of Bioengineering and Nanotechnology (IBN)
said they hope to pack the chip into a biosensor about the size of a
mobile
phone. The new biosensor should be available about two years from now
and
cost around $100 to produce. It would give immediate results. A patent
for
the chip has been filed in the United States and tests with
health-related
authorities are expected to be conducted.

Singapore company to get Olympics service up to speed

SQ Centre, the joint training company of Singapore Airlines and Spring
Singapore, has clinched a deal to prepare the Chinese city of Qingdao
for
the 2008 Olympics. It is believed to be the first such contract for a
Singapore company, and was awarded by the Qingdao Municipal People's
Government. The brief is 'to improve the service quality levels' of the
city, the venue for the 29th Olympic Sailing Regatta. SQ Centre will
provide training for all staff from industries such as transport,
hospitality and food and beverage, as well as authorities like the
airport
and hospitals.
