I do not remember the cartoon, but I play Star Fleet Battles (is it a
sin to type those words here?), and it has the system.
The way SFB models it,
-The ship generating the stasis field has to be stationary
-The weapon is short range (roughly the equivalent of class 1 beam)
-Arc is 120 degree (centerline +/- 60)
-Size is roughly 3 Phaser I's (translation to Full Thrust is roughly
1/2 beam weapon complement of a heavy cruiser)
-Point value cost is very expensive. Probably determined by playtest.
-The system can generate 3 beams
-Each beam requires alot of power. The power requirement to keep a beam
active increases every turn. Roughly 3 turns on one beam is the
practical upper limit, presuming a heavy cruiser power system.
-Weapon cannot be used on objects larger than ships
Weapon effects are
-Time stops for the target ship, Cannot be hit by anything, cannot
shoot at anything, and it cannot move
-Time does not stop for the firing ship (however it must be stationary)
-When the beam is removed, the ship has a disorientation period where
it cannot fire offensively and has limited defensive fire (may want to
limit maneuver also).
Offensive tactics usually involve isolating a ship and sending missiles
and/or fighters timed to arrive during the disorientation period. Can
be used defensively also.
It is tough to employ, but when it is employed, it rocks.
