Racing Rules

I was thinking about running a few racing games at the next Lancaster
convention using the following rules.  They are some rules I hacked
together
for my local group.

I've tried to them them a certain feel.  I wasn't shooting for "racing
dreadnoughts" but for small/fast ships which [can] pack a punch.
