The weakness of the ESU system is that it requires a significant and
continuing influx of convicts to form spearhead units. The strength of
the ESU system is that it is able to provide such an influx. The Lenov/S
(aka Zinoviev) scoutboat is a case in point; the six men of the crew 
are given a vessel capable of interstellar travel, after all. Surely, 
if they did not love the Rodina, they would use it to flee elsewhere? 
(The rumours of remote-controlled scuttling charges are treasonous.)
