ESU Penal Units

OK, I'm working on the organization for these, but
here's some house rules to cover the general idea.

FWIW, there's 3 Penal Companies with small-arms only,
a Guards Company heavy on SAWs and Auto-GLs, and a
small HQ element.  The Guards are broken down to 1
squad per penal platoon.

Penal Squads act as Green troops for all purposes
except morale and reaction, when they are treated as
regular.  Guards squads may fire on a Penal squad and
it is treated as a rally attempt.  If it causes no
effects, then it is treated as a rally attempt by a LV
3.  Supression causes a rally attempt as by a LV 2. 
If a casualty is caused, then it is as a LV 1 leader. 
All Supressions on that squad are removed if rally is
sucessful.  Penal squads that are broken or routed and
out of line of sight of all Guards units will always
surrender if the squad is within effective range of an
enemy unit.
