Just a thought I'm putting on "paper" so nothing happens to it...

Partisans/guerrilla squads are called as if off board support.

When/if they show up, the "controlling" player gets a
scenario-determined number of squads, quality untrained/green/regular,
which move and hide as snipers but fight as normal infantry.  They
will not normally have support weapons, just rifles (and perhaps an
IAVR or two).

Partisans communicate with each other as 1 command level separation,
with the regular forces as 2 (if you're lucky) levels separation.

Partisans are always interested in getting more stuff, either from
their own side (if at all possible--"I'm sorry, we can't undertake
that mission without a machine gun, 2000 rounds, and a crate of
IAVRs...yes, it is a simple recon mission, we still can't do it
without that...") or from the other side if they find a soft target.
