There's nothing in the published rules nor in the FAQ about this and I
don't recall having seen it on-list, so it must've been a house rule.

Except for Needle Beams, which still use the old targetting rules.

True for MTMs and SMs, but PBLs require 1 FCS *per PBL* to fire. An FCS
used to fire a PB can still be used for pulser fire later in the same
turn
though.
