Still doesn't get around the order-of-magnitudes difference in
continous power requirement between a big HEL/MDC and a grav vehicle.
You have to allow small HMT- and possibly CFE-powered grav drives as
well to make the design rule consistent.

With the rule you originally suggested, there'd be no real reason to
buy real ammo vehicles. A trailer would do just as well... better, if
you're looking at a Size-3 or Size-4 SPG.
