More of a background thing, I guess.  Nearly everyone has the UN's R&D
section at least 1 step ahead of the big 4 (variously due to
influence/wealth/choose your own reason).  
As none of the majors use spinal mounts (novacannon/waveguns don't count
for
this), it seemed like the natural party to have them; also the fact that
the
UN SDN reminds everyone of the EA Excaliber ;-)
