Beth here's a thought from Starguard (30+ year old SF rules from John
McEwan [Reviresco] )  They use the concept of Star Ship Trooper - 'jumps
or hops as opposed to flight (although you can 'double jump ('fly') over
two turns:
from edition 5, page 55: Hit Chance Modifiers (* = selected only those
touching jump jet movement)

+01% for each successive turn at a moving target
+05% for each successive turn at a stationary target
-02% for every inch of target movement
-03% for every inch moved by attacker

(here it is, sports fans!)
-25% if attacker in flight *

*only applies to jet belt equipped troops or robots, not vehicles or
equipment whose normal mode of locomotion is flying.
