PAU, some ESU factions, plus anyone else close enough to get to.  One
reason I defined the IF Navy as being short on FTL drives was to limit
who they could get to--otherwise they'd be attacking all over.

You had the IF listed as enemies of FSE--I don't think that's very
likely.
