i don't know how hard Alan is working on the IC; you might be able to

with that. the usual option is to invent your own minor power - rent
some
star systems off Nyrath (3 is traditional - he has very competitive bulk
rates!), pick an ethnic/political/economic group that you like and
create
away. Free Sri Lanka sounds semi-plausible, for instance.

other options would be to create corporate groups (we currently only
have
Texaco, ITTT and the VRC as real corporate powers) or a mercenary unit -

know someone was collecting them a while back. you could even create
multiple loosely connected groups (a company, their rival and the
mercenary units they've been using against each other for three
generations).
