I managed to put together (small) fleets for:
ESU
FSE
NAC
NSL
SV  (1/2 official, 1/2 ICE Silent Death)

I think that the NAC, ESU, and NSL play somewhat alike. All depend
primarily
on beam weapons. NAC and ESU depend primarily on screens for protection.
NAC
and NSL use P-Torps as heavy weapons.

I would suggest Sa'Vasku or Phalon for your next fleet, as they present
the
most different style of play from your options. (See Survey #2).
