	Well, the general idea is to destroy the enemy's ability
	to wage war.  The most effective way is for a soldier to 
	"mission-kill" an enemy soldier before they do the same.
	
	If your soldier fires first, then is immediately killed
	by return fire, it is of little consolation knowing that
	the enemy soldier is going to be dead in a month of
	plutonium poisioning.

	For some time in the immediate future you are going to
	be short a soldier, while your opponent will have the use
	of his poisioned soldier until said soldier is too sick to
	function.
