I'll contend things go the other way. Assuming both sides are even and
both
players are equal in ability, the game will be decided on the balance of
dice
rolls. Everything else is even.

The problem with balanced forces is that the terrain also has to be
balanced
or one side will have an advantage. I find tactical problems to be what
interests me. I prefer the forces aren't balanced, but that the scenario
is
balanced.
