Talk of the Heavy Beam system led me to the following proposal:

Focused Wave Gun (FWG)
Mass: 12
Cost:  36

The Focused Wave Gun (FWG) is an adaptation of the earlier Wave Gun. It
has
the same mass and cost as the original. However, the energy wave that it
generates is much smaller and more controlled. As such, it only effects
one
target. It may target any ship in its forward arc (arcs may NOT be
added).
The wave hits on a 4+. It does 4d6 if the target is within 0-12tu, 3d6
if
the target is within 12.x-24tu, 2d6 if the target is within 24.x-36tu
and
1d6 if the target is within 36.x-48tu. Damage is the sum of the dice
rolled
and ignores screens and armor. Like the original Wave Gun the FWG must
be
charged (same procedure as original) and will cause damage to the ship
if
the FWG is damaged while holding a charge (same procedure as the
original).
The FWG requires the use of a FCS (but not exclusive use).

In essence, this takes the wave gun, limits it to one target, and gives
it a
chance to miss for an extra 15 degrees in targeting.
