Star Mats

OK everyone:
  I can get the star map material really cheap (like $/yard of 72 inch
wide 
material).
  The question is what is the best way to actually paint the starts on
the mats?
  I can do the nebulas with spray paint.
  how does one get nice stars, by flicking a paint brust, dribbling
paint from a 
spray can, what?
