How about "salvo" mines?

Mass: 1, cost: 3, treat as an emplaced SLM with either 3" or 6" attack
radius.

Basically, this would be the terminal guidance stage and warhead of an
SLM;
it's smaller because it does not need the 24" sprint boosters of a
normal SLM.
