Amung the nations proper that is true.	These are colonys who are trying
to
survive with limited food (the "owning" nations are taking it all away
for use
by there military and core colonys) and other supplys.	The Union is
more of a
mutial defence pact and a barter system than a nation proper, atlest at
this
time.

 Also, the major (and minor) powers didn't really ignore the K'V
incursions,
 they were simply very partisan in what they defended.
 
 If this Union did come about, I would think that it would be a
temporary
 entity. The timeline indicates that even though there was a limited
spirit
 of cooperation during the first few years after contact, they were back
to
 the same old games after the immediate threat had passed.

The UBW is on the other side from the K'V invasion, there probems are
pirates
(in the cass of the Gawain system raiding is done to get food for other
colonys) some times funded by other colonys to steal supplys.  The other
problem that they face is that the condishions are getting very bad. 
there
has been out breaks of yellow feaver, something the humanity thought
that they
had left behind when the took to the stars.  Malnutrishion is also
becoming a
problem as they are squeased for even more resorces.  The NAC forces in
the
region are very limited and can't do much.
