Yep. I'll post my TO&E for an OU Marine Rapid Reaction Force I'm 
planning on using when I have a moment.  Since I've done it in word, 
I'll export to HTML and put it up so you can see the format I use. 

As for scenario size, I wouldn't probably use less than a platoon 
per side unless I was running some sort of spec ops mission. You want 
people to get the feel for platoon fire & manoevre actions. My 
current scenario for a con (which I will post after the con since I 
don't want to give it away) is two platoons dug in in fortifications 
versus two squads superior PA, a platton of high quality troops with 
big sections, a bunch of IFVs, and some air assets. 

I take it you are volunteering to coordinate the development of this 
Scenario/Terrain/Force Card library Mike? Good man!
