That's a bit small--maybe a company instead?

Is this realistic?  You may not know exactly how much you'll get but I
wouldn't expect tax revenue to vary that much.

How about using it on counterintelligence?

How about required actions for negative numbers?  During the Falklands
War,
the US pretty much had to support Britain instead of UK due to public
opinion.

needs more definition, I think

I like the Special Ops Teams but think you should have to buy normal
troops
first, to recruit your SpecOps troops from.
