At the club we have been playing that you may certainly engage a
dispersed
infantry type target with a GMS, hoping to get a shrapnel effect to
cause
injuries etc.  After all, when it hits the fan its all ordnace
downrange! 
Normal restrictions for firing a GMS apply.

And yes, the Grunts only get a d4 for their (extremely) basic ECM with
no
mods for cover etc.
