It only affects those who a) sign it, and b) comply with it. Didn't
Germany
sign a number of similar documents after the WW1? Need I mention the
Gulf
resolutions....? It also seems to affect those who don't sign in and are
in
conflict wotht those who HAVE signed it..... hmm.
