general I would agree with your hypothosis that combat power will be
proportional to the training of the soldier and the technology they are
using. Assuming other things are equal.

In regards of the exact weighting it depends on how much your technology
improves the survivability of the high tech soldier. 

If super high tech gives you predator style invisibility fields, or
Dalek style force fields then farmers with shotguns, or UNIT troopers
with assault rifles are not going to do anything and will get
slaughtered in droves.

Within the confines of a consistent tech universe like B5, Star Trek or
GZG  your numbers sound about right.
